2024年9月24日,國家能源局批準(zhǔn)發(fā)布了多項(xiàng)能源行業(yè)標(biāo)準(zhǔn),其中包括《垃圾發(fā)電廠技術(shù)監(jiān)督導(dǎo)則》(DL/T 2820-2024)、《垃圾發(fā)電廠性能驗(yàn)收試驗(yàn)導(dǎo)則》(DL/T 2819-2024)、《垃圾發(fā)電廠鈉堿濕法煙氣脫酸系統(tǒng)技術(shù)規(guī)程》(DL/T 2818-2024)華星東方主編、《垃圾發(fā)電廠滲瀝液處理系統(tǒng)檢修與維護(hù)技術(shù)規(guī)程》(DL/T 2817-2024)四項(xiàng)電力行業(yè)標(biāo)準(zhǔn),并將于2025年3月21日起正式實(shí)施。
The State Energy Administration has approved and issued a number of energy industry standards on the 24th. Sep., including "Guidelines for the Technical Supervision of WtE Plant" (DL/T 2820-2024), "Guidelines for the Performance Acceptance Test of waste Power Plant" (DL/T 2819-2024), "Technical Regulations for the sodio-alkali wet Process Flue Gas Deacidification System of WtE Plant" (DL/T 2818-2024) Huaxing Oriental editor, "WtE Plant leachate treatment System Overhaul and maintenance Technical Regulations" (DL/T 2817-2024) four power industry standards, and will be officially implemented on Mar 21st., 2025.
《垃圾發(fā)電廠鈉堿濕法煙氣脫酸系統(tǒng)技術(shù)規(guī)程》DL/T2818-2024由我司主編,是繼我司主編及參編的《垃圾發(fā)電廠煙氣凈化系統(tǒng)技術(shù)規(guī)范》DL/T 1967-2019、《生物質(zhì)電廠煙氣凈化工程技術(shù)規(guī)范》DL/T 2423—2021、《危險(xiǎn)廢物焚燒煙氣凈化系統(tǒng)技術(shù)規(guī)范》DL/T 2428—2021發(fā)布以來,又一項(xiàng)與煙氣凈化有關(guān)的重要行業(yè)標(biāo)準(zhǔn)獲批發(fā)布。
Technical Specification of sodium-Alkali Wet Process Flue Gas Deacidification System for WtE Plant DL/T 2818-2024 is edited by HEPT. Since the release of Technical Specification for Flue Gas cleaning System of WtE Plant DL/T 1967-2019, Technical Specification for Flue Gas cleaning Engineering of Biomass Power Plant DL/T 2423-2021 and Technical Specification for Hazardous Waste Incineration Flue Gas cleaning System DL/T 2428-2021, HEPT has taken part in the publication of Technical Specification for Waste Gas Cleaning System DL/T 2428-2021. Another important industry standard related to flue gas cleaning has been approved.
近年來,隨著環(huán)保要求的日益嚴(yán)格,垃圾發(fā)電廠煙氣排放中的酸性氣體(如HCl、SOx等)濃度限值越來越低。濕法脫酸工藝因其高效、穩(wěn)定的脫酸效果,在垃圾發(fā)電廠中的應(yīng)用逐漸增多。鈉堿濕法煙氣脫酸系統(tǒng)作為濕法脫酸的一種,具有反應(yīng)速度快、脫酸效率高、適應(yīng)性強(qiáng)等優(yōu)點(diǎn),因此制定一套規(guī)范的技術(shù)規(guī)程對(duì)于指導(dǎo)該系統(tǒng)的設(shè)計(jì)和運(yùn)行具有重要意義。另外,在國家能源局綜合司發(fā)布的《關(guān)于下達(dá)2024年能源領(lǐng)域行業(yè)標(biāo)準(zhǔn)制修訂計(jì)劃及外文版翻譯計(jì)劃的通知》中,《垃圾發(fā)電廠煙氣選擇性催化還原(SCR)脫硝系統(tǒng)技術(shù)規(guī)程》(華星東方為主要起草單位)也已正式獲批立項(xiàng)。
In recent ccouple years, with the increasingly strict environmental requirements, the concentration limits of acidic gases (such as HCl, SOx, etc.) in the flue gas emissions of WtE plants are getting lower and lower. Due to its high efficiency and stable deacidification effect, the application of wet deacidification process in WtE plant is increasing gradually. Sodium-alkali wet flue gas deacidification system, as a kind of wet deacidification system, has the advantages of fast reaction speed, high deacidification efficiency and strong adaptability, so it is of great significance to formulate a set of standard technical regulations to guide the design and operation of the system. In addition, in the Notice issued by the General Department of the State Energy Administration on the Revision plan of the Industry Standard in the Energy Field in 2024 and the foreign Language translation Plan, the Technical Regulations of the Selective Catalytic Reduction (SCR) denitration System for WtE Plant (HEPT as the main drafting unit) has also been officially approved.
